Scope and Content Note
The College of Education Records consist of correspondence, reports, and research files of the Office of the Dean. Although the materials run from 1909-1981, the majority of the collection concerns activities of the college from 1968-1981. The collection is divided into three series: Dean's Correspondence Files, Administrative Files, and Miscellaneous Subject Files.
Dean's Correspondence Files are divided into groups associated with each College of Education (COE) dean from 1959-1981. Files in other series within this collection, however, also include correspondence from COE deans. Files selected for this series were originally identified with the name of an individual dean as the series heading. The files include memoranda to department chairmen and faculty members and personal correspondence.
Administrative Files contain materials documenting the internal activities of the college. Materials documenting university-wide or external organizations, committees, programs, or issues are located in the Miscellaneous Subject Files.
Administrative Files include a number of significant subdivisions. The Committees
files contain records pertaining to a number of standing and ad hoc COE committees. Subjects addressed by these bodies include alumni, computer facilities, curriculum, tenure and promotion policies, and teacher education. Depts., Centers, Offices
files contain reports, memoranda, and correspondence from each unit of the college. Departmental reorganizations have caused the names of some divisions to change with the addition or deletion of particular units. For example, information on COE programs in Library Science is found within the files for Educational Technology and Library Science, Library Science and Audio Visual Education, Library Science - Extension, and Library Science. The National Council for Accreditation of Teacher Education
files include appendixes and exhibits from the 1971 and 1981 Decennial Program Reviews as well as supporting documentation, correspondence, and memoranda. Projects
files concern research projects sponsored by COE. Questionnaires
are surveys apparently authorized by the college that refer to the following issues: enrollment, faculty compensation, minorities, and grade point averages.
Miscellaneous Subject Files include materials relating to programs, offices, departments, or agencies external to COE. Sub-Series include American Association of Colleges for Teacher Education, AAUP, ASU, State of Arizona and US Agencies. The files under ASU document the activities of other university offices including Academic Affairs, Business Affairs, Faculty Senate, General Studies Council, Graduate College, Graduate Council, Presidents Durham, Newburn, and Schwada, and Registrar. Other subject files document activities of organizations outside of the university, such as the Maricopa County Superintendent's Association, the National Council for Accreditation of Teacher Education, the Arizona Department of Education, the Tempe Elementary School District, the University of Arizona, and the US Department of Health, Education and Welfare.

Historical Note
The Arizona State University College of Education effectively began with the founding of the Arizona Territorial Normal School in 1885. Although other courses became available at the normal school, the emphasis remained on teacher education as the Department of Education was organized at the turn of the century. When the institution became a four year college in 1925, the degree curriculum was that of a Bachelor of Education. The first Bachelor of Arts degree offered by the teacher's college in 1929 was likewise in education. A Master of Arts in Education program was launched in 1938.
The state teacher's college became Arizona State College by 1950, when it was organized into the College of Liberal Arts and Sciences and the School of Education. Guy Dean McGrath was appointed dean of the school in 1953. The Arizona Board of Regents' adoption of recommendations contained in a 1954 US Department of Education survey known as the Hollis Report led to the founding of three more colleges and the appointment of McGrath as the founding dean of the College of Education.
The period from the acceptance of the Hollis Report in 1954 to attainment of university status in 1959 was one of extensive growth at the College of Education. The Bureau of Research and Service was founded in 1955. In 1957 major programs in bilingual education were established. By 1961, separate major specializations were offered in kindergarten, primary, elementary, and secondary education. When Dean McGrath retired from administrative duties in 1968, the College of Education was the tenth largest such institution in the nation in terms of enrollment.
In 1969, emphasis in the education curriculum was changed from course work to experience, as student class loads were reduced and internships and fieldwork increased. The teacher training program became an upper division program. Junior standing, 56 semester hours of credit, and a 2.0 grade point average were required for admission.
The I.D. Payne Education Research Laboratory opened in 1969. An exchange program with the University of Edinburgh commenced and a migratory student resources center opened in 1970. Centers for Career Education, Indian Education and Higher Education opened in 1972. The Chandler Project counseling internship program began in 1980, and programs to recruit retired persons and military personnel into the education field were implemented in 1982. In 1985, the elementary, secondary and special education units were merged into one department. The college, however, still retained seven specialized disciplines and had become the fifth largest in the nation.

Provenance
The College of Education Records were originally placed at the ASU Surplus Property Warehouse by the college. The materials were recovered by the University Archivist and brought to the University Archives with the permission of the college circa 1986. (ACC# 1990-00266).
Processing Note
The College of Education Records were received in a series of unnumbered boxes. File folders within the boxes were not in a recognizable order and showed evidence of variant filing systems. Some files of previous College of Education deans had apparently been passed to subsequent deans, while other batches of files associated with a particular dean remained intact. Although different filing systems were used, series and subseries headings were more consistently applied after about 1974. Therefore, archivists sought to reconstruct a file sequence based upon the headings used after 1974 by assigning series and subseries headings to files lacking them, and modifying original headings to match the more recent headings. Folder titles and dates were always transcribed exactly. Although the majority of the materials do correspond with the dates applied to their files, enclosures from dates outside the recorded date range are often found as well.
Once series and subseries headings had been applied to each folder, a microcomputer database was used to alphabetize the headings by series, subseries, folder heading, and date. A printout sorted in this manner served as a guide for the physical rearrangement of the files, and new box and folder numbers were entered into the database that are representative of the current location of each file.
