Southwest Regional Center for Community Education Development Papers
Scope and Content Note
The Southwest Regional Center for Community Education Development (SRCCED) Papers include correspondence, grant proposals and reports, program descriptions, published papers, and printed matter. Although the collection dates from 1971 to 1988, the majority of the collection documents community education programs funded by Charles Stewart Mott Foundation grants between 1978 and 1984.
The correspondence consists primarily of letters to Dr. John Walker regarding his publications and information on community education programs and grant administration. Of particular interest is a letter from the Mott Foundation to Community Education Grantees
(1981 October 28) asking for revisions of 1982-1983 budget requests in order to reduce funding below our previously anticipated levels.
The Grant and Subgrant folders contain administrative correspondence, draft and finished proposals, biannual and annual progress reports, newsletters, and letters of support. All of these grants were funded by the Mott Foundation and the grant numbers cited are those assigned by the Foundation. The Requests for Proposals are essentially instructions for submitting proposals to the Mott Foundation.
The Amphitheatre Community School Program file contains reports and newsletters describing the Tucson-based program. The Center for American Indian Community Education Annual Report documents the work of the center established at the University of New Mexico at Albuquerque with funding from the Mott Foundation (see also subgrants 78-563, 79-250, 80-001). The Adopt-A-School Project file contains articles and papers regarding the Tucson Unified School District program. The Phoenix Parks and Recreation Community Education Workshop file contains workshop notes and a booklet that includes the program schedule, article reprints, and general information on community education.
The Thomas W. Mayhew file contains a vita (1973) and other biographical information on the former SRCCED director. The Top Community Education Training Concerns file includes a questionnaire developed to document those concerns and a paper by John Walker describing the development of the questionnaire. Smoke Signals is a newsletter published by SRCCED in cooperation with the Arizona Community Education Association and the Arizona Department of Education. Other issues of the newsletter are included as appendices to grant proposals in this collection. Miscellaneous Reports/Essays include a number of papers on community education by John Walker, Jack D. Minzey, Ernest O. Melby, and others.

Historical Note
The Southwest Regional Center for Community Education Development was established at Arizona State University in 1968 with the assistance of a Mott Foundation grant secured by Dr. Harold Moore, a Professor from the Educational Administration and Supervision Department of the College of Education. Dr. Thomas Mayhew was appointed the first Director of the Center and Dr. John Walker was hired as Associate Director in 1970.
The Center was established to coordinate community school activities among state and local agencies, to distribute Mott Foundation monies to appropriate community education programs, and to offer education programs and services within the region. In the early seventies two cooperating programs were established at Colorado State University, Fort Collins and at New Mexico State University, Las Cruces. In addition, the Center for American Indian Community Education Development was established in about 1978 at the University of New Mexico, Albuquerque with Mott funds channeled through the Southwest Center. A number of community schools and community school districts were established as a result of the work of the Center and its satellite organizations in the seventies. The Center was dissolved in 1986 as the Mott Foundation applied its resources to other fields.
