Biographical Note

Florence Rose Gelbspan Frank was born to Russian immigrants Henry and Lillian Gelbspan on July 26, 1906 in Brooklyn, New York. She graduated from the University of Chicago in 1929 with a degree in Philosophy and went on to get a certificate in Social Service Administration. During her career she worked at the Children's Memorial Clinic in Virginia, at the American Red Cross and at the Juvenile Protective Association in New York City, and at the United States Department of Labor in Massachusetts. After moving to Arizona in 1947, she worked with the Jewish Family and Children's Service in Phoenix resettling German and Polish refugees and facilitating adoptions. She later became the director of Family Services in Tempe and Mesa.

Frank was involved with a number of organizations, including the Friends of Mexican Art, the Youth Evaluation and Treatment Center, the Arizona Civil Liberties Union, Mesa United Way, the Phoenix Art Museum, and the Scottsdale Center for the Arts. She died in Scottsdale, Arizona on March 10, 2003. She was predeceased by her husband, Rabbi Morris Abraham Frank (1906-1946), and survived by her son, Henry J. Frank.
